Market analysis
More homes completed, weaker construction output. Why the difference?
Statistics Poland reports more completed homes and falling construction output. These indicators describe different stages of the market. What do they mean for contractors?
The housing market can send contractors two seemingly contradictory signals. More homes are being completed while current construction output falls. Both statements can be true. The difficulty begins when we try to turn them into a single answer: will there be more work?
What the figures show
According to preliminary Statistics Poland data, 149,200 homes were completed between January and September 2026, 3.1% more than a year earlier. Housing starts rose by 4.5%, while homes covered by permits or notifications with a design increased by 12.3%. These figures concern three different investment stages. Statistics Poland
Construction and assembly output in September was 9% lower than a year earlier, but 3% higher than in the previous month. The periods and market coverage are therefore different: output statistics also include activity outside residential construction. Statistics Poland
One project, several timelines
Completing a home ends a process begun earlier. For a foundation contractor, that work is already history. For some finishing contractors or kitchen fitters, it may only signal the start of a conversation with a customer. A building permit sits at the other end of the process, but does not itself determine when a team will arrive.
When planning work, match the indicators to your own trade:
| Signal | Question for the contractor |
|---|---|
| Permits and notifications | Where is a potential pipeline of future projects emerging? |
| Housing starts | Which projects have actually entered construction? |
| Completed homes | Where might demand for fitting out and finishing arise? |
This is a way of interpreting data, not a promise of a particular number of orders. The condition in which a home is handed over and its owner's schedule also matter.
The real test is local
Nationwide growth offers little help to a team if projects are outside its operating area. Compare statistics with three figures from your own business: enquiries, the share of quotations converted into contracts, and dates of genuinely confirmed work.
If enquiries increase but customers postpone signing, the diary is not yet full. If enquiries fall while their value and conversion rate rise, the decline in contacts alone does not describe the whole situation either.
The most useful picture combines statistics with your own order book. A headline about growth or decline starts that assessment; it does not finish it.
